The era of low energy cost and high material cost in
the 1980s that determines the air-conditioning equipment and system
designs is now overtaken by a new era of high energy cost and low
material cost in the after mid 1990s. The current situation is likely
to continue as the China factor is currently driving oil prices to an
all time high.
The major shift in these two cost components offered and created a new
opportunity to strike a new economic balance between energy operating
cost and capital cost for air-conditioning systems and equipment.
This new economic balance formed the basis for energy conservation
measures in buildings. It enables the central air-conditioning and
ventilation systems installed in commercial, shopping and industrial
complexes to realize energy cost savings averaging around $200,000.00
annually. The savings could be in the region of almost $300,000 if
energy tariff is revised upward to the last peak of 14.58cts per kwh
in February 2001 in the subsequent quarters of 2004.
To realize the savings, it involves retrofitting the central
air-conditioning and ventilation systems at an estimated cost of S$
400,000.00. This is equivalent to a payback period of 1.5 to 2 years
based on January 2004 tariff. The duration taken to retrofit the
system is expected to last twelve months.
The savings to be derived is based on engineering improvement in
system efficiencies and will not be done at the expense of discomfort
to building occupants. The comfort level will be maintained with
minimum interruption to building occupants.
The success of the program lies in our approach to implement the
conservation measures a step at a time. As each step is completed, the
operating cost and parameters are measured and compared to actual
prior to commencement of works. This reinforces the confidence and
control for both the customer and our personnel as the work
progresses.
